Why are nursery costs higher in London than elsewhere in England?
The Greater London Authority's latest published childcare cost comparison found that part time childcare for children under 2 was 29% more expensive in London than the England average.
It also found costs were 8% higher in Inner London than Outer London.
The figures use 2025 childcare prices and predate the final September 2025 expansion to 30 funded hours, so they should be used as a London cost comparison rather than a current 2026 nursery quote.
I live in one London borough but want a nursery in another. Can I still use my funded hours?
Yes. Your child does not have to attend nursery in the London borough where you live.
If you live in Croydon but your child attends a nursery in Lambeth, Lambeth is responsible for funding that provider. The Department for Education states that funded childcare is the responsibility of the local authority where the childcare setting is located, not the authority where the child lives.
This is particularly useful for London parents choosing childcare near work, a train station or another part of their commute.
Can a London nursery charge a compulsory top up because its normal hourly fee is higher than the funded rate?
No. Providers cannot charge parents a top up fee to make up the difference between government funding and their normal private hourly rate.
Mandatory administration charges, compulsory additional hours or compulsory extras connected to the funded entitlement are also not permitted.
Ask for an itemised invoice showing funded hours separately from optional extras and privately purchased childcare.
Who deals with SEND support for children in London nurseries?
Every London early years setting must follow the Early Years Foundation Stage and SEND requirements, but council support is organised locally.
This means the named early years SEND team, inclusion funding process, Portage service and SEND Local Offer differ between boroughs. Parents should use the exact ToddleKids borough or town page rather than relying on a Greater London wide SEND contact.
